{"id":2075,"date":"2023-09-10T22:27:14","date_gmt":"2023-09-10T20:27:14","guid":{"rendered":"http:\/\/verwaltungsgestaltung.de\/notizen\/?p=2075"},"modified":"2023-09-10T22:27:16","modified_gmt":"2023-09-10T20:27:16","slug":"week-71-at-the-digital-service-notes-for-4-8-september-2023","status":"publish","type":"post","link":"https:\/\/verwaltungsgestaltung.de\/notizen\/2023\/09\/10\/week-71-at-the-digital-service-notes-for-4-8-september-2023\/","title":{"rendered":"Week #71 at the Digital Service: Notes for 4\u20138 September 2023"},"content":{"rendered":"\n<p>On Friday, while Berlin was experiencing yet another day with 30 degrees, I welcomed the new <a href=\"https:\/\/digitalservice.bund.de\/en\/fellowships\">Work4Germany fellowship<\/a> cohort. I shared thoughts, tips and casual advice on digital transformation with the 20 fellows who started working in over a dozen ministries this week. In the photo above, I talk about bunting in government offices and how it became an indicator of a change of culture and a symbol of commitment to a new way of doing things.<\/p>\n\n\n\n<p>The cohort is remarkably diverse and experienced. It\u2019s people from all walks of life and of all ages. They will <a href=\"https:\/\/digitalservice.bund.de\/fellowships\/work4germany\/projekte?year=2023\">work on a broad range of projects across the ministries<\/a> for the coming 6 months \u2013 each in tandem with 1 project partner as a buddy. One is looking into scalable people management, another into rethinking property tax declaration, and a few others into digital strategies for different ministries. Some work is tied to services, but it\u2019s instead the exception.<\/p>\n\n\n\n<p>I framed my 90-minute session through stickers we made and put on our laptops over the years, making the following points, evidenced by specific examples, experiences, and situations:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>\u2018You are not the user\u2019: User research is always a good idea \u2013 including internal users<\/li>\n\n\n\n<li>\u2018Zoom in \u2013 zoom out\u2019: Build missing bridges and make visible what isn\u2019t \u2013 by looking at the larger picture and connecting the dots<\/li>\n\n\n\n<li>\u2018Look sideways\u2019: Draw on things from elsewhere \u2013 cause a generation of public servants has done plenty across borders<\/li>\n\n\n\n<li>\u2018The Service Standard is applied here\u2019: It\u2019s your friend \u2013 even when you don\u2019t build services<\/li>\n\n\n\n<li>\u2018Be bold\u2019: Wisely play your outsider wildcard and start interventions other people on the inside cannot<\/li>\n\n\n\n<li>\u2018No nerd project\u2019: our work matters more than ever, especially now when trust in democratically elected governments fade<\/li>\n\n\n\n<li>\u2018Open by default\u2019: Share whatever you can \u2013 as widely as you can, the people following you will be grateful<\/li>\n<\/ul>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"910\" height=\"1024\" src=\"https:\/\/verwaltungsgestaltung.de\/notizen\/wp-content\/uploads\/2023\/09\/Fellow-Friday-stickers-910x1024.gif\" alt=\"Collage of English and German stickers: You are not the user, Zoom out \u2013 zoom in, Look sideways, The  Service Standard is applied here, Be bold, No nerd project, Open by default\" class=\"wp-image-2085\" srcset=\"https:\/\/verwaltungsgestaltung.de\/notizen\/wp-content\/uploads\/2023\/09\/Fellow-Friday-stickers-910x1024.gif 910w, https:\/\/verwaltungsgestaltung.de\/notizen\/wp-content\/uploads\/2023\/09\/Fellow-Friday-stickers-267x300.gif 267w, https:\/\/verwaltungsgestaltung.de\/notizen\/wp-content\/uploads\/2023\/09\/Fellow-Friday-stickers-768x864.gif 768w, https:\/\/verwaltungsgestaltung.de\/notizen\/wp-content\/uploads\/2023\/09\/Fellow-Friday-stickers-1365x1536.gif 1365w\" sizes=\"auto, (max-width: 910px) 100vw, 910px\" \/><\/figure>\n\n\n\n<p>It was a chatty session with educated questions. The fellows also have assigned buddies from the delivery teams of Digital Service \u2013 including designers. I hope to check in with them in the coming weeks and multiple times over the coming 6 months.<\/p>\n\n\n\n<h2 class=\"wp-block-heading has-h-3-font-size\">Practising working-in-the-open<\/h2>\n\n\n\n<p>Following the recent Service Standard peer review, we are preparing the report\u2019s publication. For that, we had to change our report templates and reorganise the section for reports \u2013 dividing them into self-audits and peer reviews. Daphne and David from the comms team were quick and helped me find a solid German translation for the missing intermediate \u2018on track\u2019 label. The report should go up on Monday afternoon and represent the 3rd Federal ministry we are applying the Service Standard with.<\/p>\n\n\n\n<p>The designers and user researcher tinkered with it and tweaked it for a while \u2013 and finally got out the <a href=\"https:\/\/digitalservice.bund.de\/blog\/digitale-rechtsantragstelle-nutzendenforschung\" data-type=\"link\" data-id=\"https:\/\/digitalservice.bund.de\/blog\/digitale-rechtsantragstelle-nutzendenforschung\">blog post summarising their insights gained over researcher for the past 10 months<\/a>. In some detail, they share what they learned while researching people seeking legal advice, court clerks and lawyers. The blog post is rather written for 2nd and 3rd-degree stakeholders \u2013 in courts, the digital justice bubble and people in partnering federal states \u2013 and less for the curious layperson. Maybe that\u2019s OK. There is much more to say, but that needs to be said in another blog post in autumn.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-rich is-provider-twitter wp-block-embed-twitter\"><div class=\"wp-block-embed__wrapper\">\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\"><p lang=\"en\" dir=\"ltr\">This week, my colleagues Marlene, <a href=\"https:\/\/twitter.com\/typoPAUL?ref_src=twsrc%5Etfw\">@typoPAUL<\/a> &amp; Sonja published a comprehensive post summarising research work done in the justice space for 1 year. Conducting research with people seeking legal advice, justice clerks &amp; lawyers, they documented insights, opportunities, barriers.<\/p>&mdash; Martin Jordan ? ? @martinjordan@mastodon.social (@Martin_Jordan) <a href=\"https:\/\/twitter.com\/Martin_Jordan\/status\/1700185322766700703?ref_src=twsrc%5Etfw\">September 8, 2023<\/a><\/blockquote><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script>\n<\/div><\/figure>\n\n\n\n<p>The team also published a <a href=\"https:\/\/www.zugang-zum-recht-projekte.de\/wie-wir-arbeiten\" data-type=\"link\" data-id=\"https:\/\/www.zugang-zum-recht-projekte.de\/wie-wir-arbeiten\">\u2018How we work\u2019 page on their \u2018Access to Justice\u2019 project website<\/a>. It further educates partners and interested citizens about our approach. And it references the Service Standard, of course.<\/p>\n\n\n\n<p>All of this helps to demonstrate our ways of working \u2013 which particularly matters for potential applicants. For the new senior user research role, I interviewed another 3 candidates this week. In addition, we re-opened mid-level and senior design roles for the first time since late spring. With further tech company layoffs in recent weeks, I am curious how it will affect the number of applications.<\/p>\n\n\n\n<p>In another open activity, I attended the NExT network\u2019s summer party on our rooftop. Like last year, it allowed some relaxed conversations with attending civil servants, people from think tanks and members of parliament. <\/p>\n\n\n\n<h2 class=\"wp-block-heading has-h-3-font-size\">Announcing autumn activities<\/h2>\n\n\n\n<p>We announced community events for the coming weeks \u2013 for September and October.<\/p>\n\n\n\n<p>On Tuesday, we\u2019re running our 3rd public sector meetup, discussing how Berlin is becoming more digital. We have 3 talks: One on the redesigned Berlin.de platform, one on visualising the Berlin state budget, and a third on bringing new ways of doing things into the city\u2019s government and senate departments.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-rich is-provider-twitter wp-block-embed-twitter\"><div class=\"wp-block-embed__wrapper\">\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\"><p lang=\"en\" dir=\"ltr\">The City of Berlin isn\u2019t well-known for being digitally progressive or mature. But many people try to change that. Initially, we considered having a more formal unconference with an organisational partner. After that didn\u2019t materialise, I am glad we keep it small and informal instead. About 40 people signed up for that, with little more than a quarter considering presenting work in the event format. Before preparing that, there\u2019s plenty of other work to do, though.  <\/p>\n\n\n\n<h2 class=\"wp-block-heading has-h-3-font-size\">What\u2019s next<\/h2>\n\n\n\n<p>This week, our little group of heads of delivery continued writing OKRs for the coming quarter. We plan to finish that in the coming week. There\u2019s also some preparation for performance reviews I need to do.
