{"id":4459,"date":"2025-03-23T19:10:34","date_gmt":"2025-03-23T18:10:34","guid":{"rendered":"https:\/\/verwaltungsgestaltung.de\/notizen\/?p=4459"},"modified":"2025-04-13T19:17:28","modified_gmt":"2025-04-13T17:17:28","slug":"week-151-at-the-digital-service-notes-for-17-21-march-2025","status":"publish","type":"post","link":"https:\/\/verwaltungsgestaltung.de\/notizen\/2025\/03\/23\/week-151-at-the-digital-service-notes-for-17-21-march-2025\/","title":{"rendered":"Week #151 at the Digital Service: Notes for 17\u201321 March 2025"},"content":{"rendered":"\n<p>International exchange is vital.<\/p>\n\n\n\n<p>Once again, I felt privileged this week to participate in an extended exchange with colleagues from abroad who visited us and Berlin.<\/p>\n\n\n\n<h2 class=\"wp-block-heading has-h-3-font-size\">Meeting with GovTech colleagues<\/h2>\n\n\n\n<p>Touring through parts of Europe, Wei Boon Goh and his team stopped by for a 3-hour visit. He is the Chief Executive and Government Chief Digital Technology Officer of the Government Technology Agency of Singapore. Dominic Chan, Chief Information Officer, and 2 more engineering and engagement colleagues were with him.<\/p>\n\n\n\n<p>CPO Stephanie, CTO Bastian, and I welcomed them to our office. Engineer Julian and strategic knowledge manager Joshua supported us.<\/p>\n\n\n\n<p>We had a short deck prepared. We recapped how Digital Service as a unit came to be, and we talked through our \u2018change through delivery\u2019 approach. We discussed expanding our circle of control and circle of influence.<\/p>\n\n\n\n<p>Wei Boon and Dominic had submitted several questions before. We tried to respond to them as best as possible \u2013 as much as the time allowed. In the late afternoon, I met some colleagues next to the sofa and whiteboard and went on to scribble some things not drawn before: our activities along the idealised policy cycle.<\/p>\n\n\n\n<blockquote class=\"bluesky-embed\" data-bluesky-uri=\"at:\/\/did:plc:cmith4m3qzwqeocqn2ptgwft\/app.bsky.feed.post\/3lklu25vp7c23\" data-bluesky-cid=\"bafyreida6xh2fiuthbxksr4wspgd4fl3j637x3f3wqwcibltxw3a2ahuhe\" data-bluesky-embed-color-mode=\"system\"><p lang=\"en\">It\u2019s the unscheduled sofa exchanges that make the difference!\n\nPreparing a deck for tomorrow\u2019s visit of a foreign delegation, I had the urge to visualise what we do at @digitalservice.bund.de.\n\nI ended up mapping our current activities against the #policyCycle, which I had not thought of before.\n\nV1<br><br><a href=\"https:\/\/bsky.app\/profile\/did:plc:cmith4m3qzwqeocqn2ptgwft\/post\/3lklu25vp7c23?ref_src=embed\">[image or embed]<\/a><\/p>&mdash; Martin Jordan (<a href=\"https:\/\/bsky.app\/profile\/did:plc:cmith4m3qzwqeocqn2ptgwft?ref_src=embed\">@martinjordan.com<\/a>) <a href=\"https:\/\/bsky.app\/profile\/did:plc:cmith4m3qzwqeocqn2ptgwft\/post\/3lklu25vp7c23?ref_src=embed\">March 17, 2025 at 8:07 PM<\/a><\/blockquote><script async src=\"https:\/\/embed.bsky.app\/static\/embed.js\" charset=\"utf-8\"><\/script>\n\n\n\n<p>I had not actively used the policy cycle diagram in the past 7 years when I co-ran some training and workshops across the UK government. But once again, it was helpful in apply commonly shared frameworks to think about one\u2019s work.<\/p>\n\n\n\n<p>It was unclear how familiar our GovTech colleagues were with it but they nodded along when we walked through the different work.<\/p>\n\n\n\n<p>We all genuinely enjoyed the exchange. I learned that GovTech Singpore does much more than I thought. They have a 4,000+ work force that includes IT tech support sent into other ministries. They also do a lot of procurement. Some aspects of their work are closer to what the IT Centre of the Federal government does in Germany, other work is close to what we do.<\/p>\n\n\n\n<h2 class=\"wp-block-heading has-h-3-font-size\">Working properly hands-on<\/h2>\n\n\n\n<p>Lena continued conducting interviews on government domain registration. I did note-taking in these interviews.<\/p>\n\n\n\n<p>For the Service Standard content structure, Linn and I did more sense-making, and things are slowly coming together.<\/p>\n\n\n\n<p>I tried explaining to\u00a0designer Agnieszka and engineer Dennis what\u00a0<a href=\"https:\/\/styleguide.bundesregierung.de\/\" target=\"_blank\" rel=\"noreferrer noopener\">Bundesstyleguide<\/a>\u00a0and the umbrella brand (German:\u00a0<a href=\"https:\/\/www.digitale-verwaltung.de\/Webs\/DV\/DE\/aktuelles-service\/digitale_dachmarke\/digitale_dachmarke-node.html\" target=\"_blank\" rel=\"noreferrer noopener\">Dachmarke<\/a>) are good for and how they differ. They are currently working on a concept for a service area that needs some vision work. While getting closer to designs, they wanted to know which design language to build on.<\/p>\n\n\n\n<p>In a workshop, I looked with principals\u00a0Charlotte and Sonja\u00a0at how we can share work among ourselves effectively. We had a good start, but there is more work to do.<\/p>\n\n\n\n<p>I also greeted Zo\u00e9, who joined us as our first user research operations working student this week.<\/p>\n\n\n\n<p>Lastly, I worked\u00a0a bit more with\u00a0Torsten on the content design skill matrix. We are making decent progress and should have a sharable version by the end of the month. But we said that last month, too.<\/p>\n\n\n\n<p>Throughout the week, I spotted more and more ads for the Berlin government\u2019s campaign for its online services. They promoted things like reordering birth certificates or doing address registration online. <a href=\"https:\/\/bsky.app\/profile\/martinjordan.com\/post\/3ll22yb4k622e\" target=\"_blank\" rel=\"noreferrer noopener\">In a little Bluesky thread<\/a>, I shared some observations about making promises and meeting citizen expectations. It\u2019s called \u2018Unbureaucratic\u2019 and comes out monthly. It\u2019s published by eGovernment, a printed publication for public servants. Apparently, the podcast has some 700 listeners or so.<\/p>\n\n\n\n<p>The hosts were interested in hearing about the Service Standard update. They submitted 4 questions. I answered a few questions, and so did ministerial project partner Ralf. Wherever we go, most people still haven\u2019t heard of the now 4.5-year-old standard.<\/p>\n\n\n\n<p>Another podcast on the Service Standard and other service design work is on my calendar for late April already.<\/p>\n\n\n\n<p>I am still not the greatest fan of contributing to unscripted podcasts. I can get off the trail too easily. It may grow on me after doing some more.<\/p>\n\n\n\n<h2 class=\"wp-block-heading has-h-3-font-size\">What\u2019s next<\/h2>\n\n\n\n<p>Next week, most of the Service Standard team will travel to Hanover to join the IT Planning Council\u2019s annual congress.<\/p>\n\n\n\n<p>I will also have to finish the upcoming Service Gazette.
