Some time ago, we purchased it just for the design discipline. It\u2019s physically hidden on the second floor, and when people find it as an available printer in their print dialogue, it tells them \u2018design only\u2019.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This week, I used the printer to create 16 mini posters. Each contains one service quality criterion. The service quality criteria aren\u2019t published on the internet yet. But they are pretty final. Colleagues from the Federal Ministry for Digital and State Modernisation have already shared them at a few summer events in Berlin. Now, we are using them for the new brand new version of the \u2018Introduction to Service Design\u2019 training.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We developed the criteria earlier this year in a highly participatory fashion involving hundreds of people \u2013 both citizens and public servants. I had not looked at the criteria since April. When setting the posters, I was delighted to read the 16 statements in plain language. They are sensible; they are sharp. They reminded me of Dieter Rams\u2019s 10 principles of good design.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I am curious to see how participants in next week\u2019s training will respond to them and how they will judge the progress of their own work against the criteria. Previously, we used the <a href=\"https:\/\/gds.blog.gov.uk\/2019\/06\/11\/crowdsourcing-guidance-on-what-good-services-look-like\/\">UK government version of Lou Downe\u2019s principles of good services<\/a>. Since we now have a German equivalent, I am glad we can use it.<\/p>\n\n\n\n<h2 class=\"wp-block-heading has-h-3-font-size\">Receiving a \u2018not pass\u2019 in an accessibility audit<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">I very much wanted us to get all-green ticks. Unfortunately, that didn\u2019t happen. I asked our colleagues at BFIT, the German federal monitoring body for accessibility, for quick support as we plan to publish a new service shortly.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">2 weeks ago, Marion and I did 90 minutes of manual testing, during which we found some issues. The service team was quick at addressing these. Once that was done, I was rather confident that we could have external experts inspect what we have produced. Within less than 2 weeks after reaching out, we received the short report this week. It came back with a \u2018not pass\u2019 verdict.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Engineer Leonie, designer Agnieszka and I sat down on Thursday to review the report\u2019s findings. Some points were expected. We don\u2019t have German sign language and an Easy Read page set up yet. These are mandatory and commissioned, but they aren\u2019t linked in the tested build yet. There is also a PDF that the central tax service creates that isn\u2019t fully accessible, unfortunately. Our service only transfers data via an API. But we cannot influence how the file is generated. We will rely on the tax service to fix it. Some other issues our BFIT colleagues found were related to our mock of the digital identity integration and a deep jump into certain pages. These aren\u2019t part of the live service either.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After an initial feeling of shock and disappointment, we realised the team had done very robust work and that there were only minor things to address. Most things were already completed by the end of the week. And the team looked at an accelerated approach to creating an interim German sign language video. We will update the accessibility statement to address the remaining items and swiftly commission a full accessibility audit.<\/p>\n\n\n\n<h2 class=\"wp-block-heading has-h-3-font-size\">Discussing prototype principles<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/charlottefountaine.medium.com\/\" target=\"_blank\" rel=\"noopener\">Service designer Charlie Fountaine<\/a>&nbsp;coordinated some great work during Service Week 2026. She ran a co-creation session to develop prototyping principles with folks from across the UK government. Some 124 people contributed to the work,&nbsp;<a href=\"https:\/\/charlottefountaine.medium.com\/what-are-the-principles-of-prototyping-d1ec950ee956?source=user_profile_page---------0-------------49a2a13eb9a5----------------------\" target=\"_blank\" rel=\"noopener\">she wrote in an article<\/a>. Charlie shared how they came about and how she iterated them based on the feedback and contributions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When I shared the related poster on Slack a few days ago, it received cheerful emoji reactions. So, this week, in our design-only bi-weekly session, I brought the poster and turned it into a little workshop. One designer said that we often gravitate towards digital prototypes, even though that might not always be necessary. I challenged that a little bit, referencing the letters and paper forms we tested in previous work. But likely, that is less in everyone\u2019s mind and not what people may think of when preparing to test a hypothesis. Another point of discussion was the accessibility of prototypes and the limitations we see when testing non-code prototypes.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-rich is-provider-bluesky-social wp-block-embed-bluesky-social\"><div class=\"wp-block-embed__wrapper\">\n<blockquote class=\"bluesky-embed\" data-bluesky-uri=\"at:\/\/did:plc:cmith4m3qzwqeocqn2ptgwft\/app.bsky.feed.post\/3mto7yidxvs2c\" data-bluesky-cid=\"bafyreichz3ify4hnoex43y54wjrrhg3fpvbbdf6ab4vv3et3mddc5uedlu\"><p lang=\"en\">Our workshop around @cifountaine.bsky.social\u2019s #prototype principles with #UX and #serviceDesign\u200bers on Thursday was productive!I created little exercises to stimulate reflection and discussion around the 10 principles.More about it in my weeknote 225:verwaltungsgestaltung.de\/notizen\/2026&#8230;<\/p>&mdash; <a href=\"https:\/\/bsky.app\/profile\/did:plc:cmith4m3qzwqeocqn2ptgwft?ref_src=embed\">Martin Jordan (@martinjordan.com)<\/a> <a href=\"https:\/\/bsky.app\/profile\/did:plc:cmith4m3qzwqeocqn2ptgwft\/post\/3mto7yidxvs2c?ref_src=embed\">2026-08-22T11:59:40.248Z<\/a><\/blockquote><script async src=\"https:\/\/embed.bsky.app\/static\/embed.js\" charset=\"utf-8\"><\/script>\n<\/div><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Eventually, we didn\u2019t finish the conversation because we ran out of time again. It would be helpful to broaden the exchange with other disciplines, including product management and engineering.<\/p>\n\n\n\n<h2 class=\"wp-block-heading has-h-3-font-size\">Finalising the open roadmap design pattern<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Bene, Benedikt and I caught up this week. We reviewed the design pattern for open roadmaps. I believe it\u2019s essentially done and finished.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As there was a bit of time between projects, designer Benedikt was able to pick up the task that I had created on our little \u2018bench board\u2019 some months ago. He looked at the work the different teams at Digital Service had done,&nbsp;<a href=\"https:\/\/verwaltungsgestaltung.de\/notizen\/2026\/04\/05\/week-205-at-the-digital-service-notes-for-30-march-3-april\/\" target=\"_blank\" rel=\"noopener\">my sketches<\/a>, and international references. He came up with a clean, yet flexible design using the card pattern from the&nbsp;<a href=\"https:\/\/designsystem.gov.de\/\" target=\"_blank\" rel=\"noopener\">KERN Design System<\/a>. He also separated the forward-looking part of the open roadmap from the changelog. The latter now uses the timeline visualisation we use on the Service Standard\u2019s about page.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Benedikt already tested the design with various teams. Now, we can discuss implementation. I have approached the engineers working on both&nbsp;<a href=\"https:\/\/dachmarke.gov.de\/\" target=\"_blank\" rel=\"noopener\">dachmarke.gov.de<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/servicestandard.gov.de\/\" target=\"_blank\" rel=\"noopener\">servicestandard.gov.de<\/a>&nbsp;to understand the effort. I also put in a slot for our integrated all-hands-and-show-the-thing format. I want everyone in the organisation to see this work and adopt it in their project.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the meantime, we will finish our blog post and start preparing the pattern for publication as well. I still need to understand where in the KERN Design System it can go. There is a&nbsp;<a href=\"https:\/\/www.designsystem.gov.de\/patterns\/\" target=\"_blank\" rel=\"noopener\">new pattern section<\/a>, but there is also the&nbsp;<a href=\"https:\/\/katalog.kern-ux.de\/\" target=\"_blank\" rel=\"noopener\">recently launched community catalogue<\/a>. The former option might be better for visibility. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I expect us to have the pattern and blog post published by early autumn. That is later than initially planned, but it will also be more comprehensive. We should have a refined design pattern implemented in our offerings and available for others to use.<\/p>\n\n\n\n<h2 class=\"wp-block-heading has-h-3-font-size\">Growing communication design<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Design shapes intent. It makes things visible, expresses values and also manifests culture. Even though communication design plays a hugely important role in government transformation, it rarely comes into the spotlight.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">So much of our transformation work is sense-making, narrating and storytelling. Just developing a digital product, stitching together service transactions, or rewriting a law doesn\u2019t cut it. Transformation work is people work. Often, such work has to inform, convince, and inspire in the moment. Unsurprisingly, communication design plays a major role in that.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mostly, communication design is in a servant role. It\u2019s employed to share insights and transfer knowledge. It supports learning experiences and process changes. And it helps document milestones and makes achievements tangible.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At DigitalService, we are incredibly lucky to have built a strong and vivid design culture over the years. That is well-supported and often made experiential by our communication designers. They are 3, and now want to grow to 4 \u2013 looking for a working student to join us in September or October.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Everyone on the team has slightly different expertise, specialities, and focuses \u2013 ranging from making bold graphics to setting typography for print material, and from creating cheerful illustrations to developing complex information graphics. The work is never the same. Sometimes, it\u2019s big and loud; sometimes, it\u2019s informative or thoughtful. We have flexible visual systems with some ground rules that allow for much experimentation. I continue to be amazed by the creativity unlocked by a small colour palette, font family and a logo.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">You encounter our communication designers\u2019 work when you enter our office, follow Digital Service on LinkedIn, or spot a colleague\u2019s laptop when they speak at an event.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The work is both outward- and inward-facing. It reaches 270+ people within the organisation and 100,000s of people online, all interested in making government work better for its people. It amplifies the messages that Digital Service, as a federal government unit, puts out there. It boosts the case for user-centred, iterative and evidence-based \u2013 which we need so urgently to rebuild trust in the democratic state.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The work is in Berlin and hybrid. It\u2019s operational and creates immediate results. It\u2019s embedded in our communication team and connected to our 50+-person design and user research discipline.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Without making any promises, I can say we have a proven track record of providing a workplace for working students after their studies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We\u2019ve already received a few applications. I hope we\u2019ll find another great addition to the team.<\/p>\n\n\n\n<h2 class=\"wp-block-heading has-h-3-font-size\">What\u2019s next<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">On Tuesday and Wednesday, Sabrina and I will run the service design training. It will be the most diverse group of people we have trained in Germany so far \u2013 at least in terms of organisational belonging. We have people from federal ministries, state-level internal IT providers, and city-level innovation labs who have signed up. It\u2019s the first time the training is entirely wrapped around the Service Standard. As my former UK colleagues had to remind me: this was already a consideration back in 2018\/2019. Some things just take a while to emerge. I am curious to see how the participants will perceive the training.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As my calendar shows, I will again be co-running the accessibility introduction for newbies. If time allows, I am always happy to do that. I might tweak a few things in the format and its content again.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On Friday, Nina and I will have to give our conference prep a good push. I plan to work on my sections before that. Maybe we also have time to record a little promotional video for social media.
